INTERCOUNTRY ADOPTION

Adoption costs in Italy: a practical intercountry budget guide

A headline price tells you very little about the cost of adopting internationally from Italy. It may refer only to the authorised organisation's Italian services, leaving overseas procedure costs, document preparation, travel and post-adoption work outside the quote. The sound approach is a standardised, dated budget with explicit unknowns.

Section 01

Break each written quote into comparable components

Start with the organisation's Italian professional and administrative services. Then identify the expenses connected to the country of origin, including local processing, translations, documents and other required activity. Add travel, accommodation, visa or permit-related costs where applicable, and post-adoption support or reports. The relevant amounts depend on the country, organisation, stage of the case and family circumstances. Do not apply a price from another country or a past year as though it were current.

What to check

  • Italian organisation services: inclusions and exclusions.
  • Overseas procedural and document expenses: itemisation and currency.
  • Trips and accommodation: anticipated number and uncertainty.
  • Post-adoption obligations: included, estimated or additional.

Section 02

The questions that make a quote meaningful

CAI states that authorised organisations periodically make available information about their activities, operating arrangements and adoption expenses. Ask for a dated fee schedule and proposed payment stages, not just a verbal total. For each charge, mark whether it is fixed, estimated or excluded, and what happens if the procedure is suspended, the origin country changes its rules or a referral is not completed.

What to check

  • When is each payment required: appointment, dossier, referral or travel?
  • What amount is refundable and on what documented terms?
  • Does the quoted amount change for siblings or a longer stay?
  • Who receives each overseas payment, and is a receipt supplied?

Section 03

A budget comparison example that does not invent prices

Suppose Agency A bundles document preparation, while Agency B itemises it as an additional service. A superficial comparison of their initial fees could make B look cheaper even when the total is higher. Create a spreadsheet with identical rows for both agencies. Write 'unknown' rather than £0 or €0 for items not yet disclosed. Add a separate contingency for changes in travel dates, exchange rates and work absence. These are budgeting methods, not forecasts of your likely final spend.

Section 04

Domestic adoption is not the same cost category

A domestic adoption application in Italy does not require paying an intercountry organisation to administer an overseas process. Some courts explicitly state that the declaration of availability carries no fees, although families may still incur incidental personal costs. Do not apply international adoption price ranges to domestic applications.

Section 05

Reimbursements: verify before using them as available cash

CAI has official information channels relating to reimbursement of eligible adoption costs. Any reimbursement depends on current rules, application conditions and supporting records. Treat it as a possible later benefit rather than a guaranteed immediate reduction to the amount you must have available.

PRACTICAL ANSWERS

Frequently asked questions

Can I do the paperwork myself and avoid an authorised organisation's fee?

The organisation's role is not simply form-filling: CAI says authorised organisations are necessary for the Italian intercountry route.

Are quoted prices comparable between countries?

Not necessarily. Country procedures, trips, currency and what is included can differ significantly.

Should reimbursement be deducted from my upfront budget?

Not unless eligibility and timing have been formally established. Keep gross obligations and potential later reimbursements separate.

BEFORE YOU PROCEED

Your next steps

  1. Request written, up-to-date schedules from suitable authorised organisations.
  2. Record costs, inclusion status, currency and payment stage line by line.
  3. Check current CAI reimbursement guidance before relying on support.
